A pulse of electric current is emitted along the wiring wires, about one pulse per second, from an energizer that is connected to earth having a power of 4000 to 12000 volts. When the intruder touches the fence, it completes the circuit between the fence and the ground and receives a short, strong, but safe shock. The shock is memorable enough that the intruder never forgets.

Because it is a psychological barrier that does not require great physical strength. However, it should be well designed and built to absorb some pressure from flying birds, rain and wind.
